MANAGER/DIRECTOR, LEGISLATIVE AFFAIRS

Under the direction of the Chief Advocacy Officer and as a member of the Hospice Action Network (HAN) team, the incumbent will manage all activities related to the development of legislative strategies and successful advancement of the legislative agenda of NHPCO.  As NHPCO’s staff lobbyist, the incumbent will serve as the primary liaison between the legislative branch and NHPCO staff.  He/she will be responsible for building and strengthening relationships with Members of Congress, congressional offices, and relevant congressional committees.  He/she will draft legislative proposals and monitor and analyze existing and emerging legislative proposals to determine the potential impacts on the hospice and palliative care community.  With a keen awareness of the current political environment on Capitol Hill, he/she will advise HAN and NHPCO staff about important trends and events and will serve as an advisor to NHPCO leadership, the HAN Board, and various NHPCO Committees.   Essential duties include the following:

  • Directly lobby Members of Congress, congressional staff, and federal agencies.
  • Develop and implement federal lobbying strategy and tactics in coordination with NHPCO leadership; serve as lead point person for contract lobbyists.
  • Build and maintain effective relationships with key stakeholder groups including, but not limited to Members of Congress, other elected officials, members, NHPCO partner organizations, and government agencies.
  • Help to manage a consensus process to the develop the legislative agenda for NHPCO and strategies required for advancing the legislative agenda.
  • Work closely with the NHPCO leadership, HAN Board, members, and NHPCO Committees and Workgroups on a regular basis to ensure strategies are executed to advance the legislative and regulatory agenda.
  • Track, analyze and translate legislative proposals and issues; develop summaries and other resources and ensure timely dissemination to the HAN team, NHPCO leadership, HAN Board, and members. 
  • Support the HAN team with planning and logistics for HAN events and other initiatives.

Competencies for this position include the following:

  • Leadership, diplomacy and experience to advance a national public policy agenda for a national leadership organization;
  • A thorough understanding of local, state and federal governmental processes and the ability to provide comprehensive strategic and tactical plans to effectively intervene for the benefit of the organization; 
  • Ability to maintain professional presence in both internal and external settings;
  • Polished interpersonal skills to facilitate working with the target audience and other stakeholders.

An advanced degree is preferred, but a Bachelor’s degree is required in political science, communications, or policy-related field, along with three to five years of recent experience working for a congressional committee or Member of Congress and /or in a national organization’s federal government affairs department.  Knowledge of and/or experience in hospice and palliative care policy development or similar healthcare public policy initiatives is preferred.  To perform this job successfully, an individual should have knowledge of the Microsoft Office suite and advocacy and policy tracking computer systems.

SENIOR DIRECTOR, EDUCATION & PROFESSIONAL DEVELOPMENT

This position will lead, develop, and execute NHPCO’s strategic vision for educational and professional development activities using innovative approaches to learning.  The incumbent will identify and cultivate strategic partnerships with national organizations to enhance the professionalism of hospice and palliative care and develop the leaders of the future.  This position will lead and develop revenue-generating programs and member services that utilize cutting-edge technologies to enhance the experience of NHPCO’s learners and will serve as the primary staff liaison for NHPCO’s Professional Education Committee.  Essential duties include the following:

Strategic

  • Facilitates the development and leads the implementation of NHPCO’s strategic educational priorities.
  • Develops and executes a comprehensive annual educational strategy based on NHPCO’s strategic plan, the bi-annual educational needs assessment, membership survey results, financial goals, environmental factors, technological advances, and other information that is available and relevant. 
  • Leads the development of innovative and novel strategies to further the professional development of hospice and palliative professionals and the field.
  • Identifies trends that drive the development and successful implementation of educational programming and activities to meet diverse needs of members.
  • Keeps abreast of industry developments (including both hospice/palliative care and education) and explores emerging content needs and content delivery methodologies.
  • Develops and assumes fiscal oversight of the professional development/education program budget and addresses variances throughout the year.

Collaboration - External

  • Participates in related national organization meetings/conferences to learn what other organizations are doing that is innovative, successful, and valued by their members.
  • Monitors and engages with related national organizations to facilitate NHPCO’s involvement in their educational and other offerings.
  • Serves as the primary staff liaison to the Professional Education Committee and its subcommittees.
  • Represents NHPCO on committees and in meetings and presentations with current and potential national partners on activities and programs in alignment with NHPCO’s strategic goals. 
  • Oversees the design, implementation, evaluation, and utilization of a bi-annual formal education needs assessment in collaboration with the Professional Education Committee and Research teams.
  • Continually evaluates opportunities for customized original and/or partner programming with other organizations, including state organizations, provider members, etc.
  • Partners with organizations to take end of life care education to broader professional audiences.

Collaboration - Internal

  • Leads a process that encourages and supports NHPCO staff in the creation and delivery of educational programs and activities, educational toolkits, manuals, and curricula for end-of-life care professionals.
  • Leverages content experts within NHPCO staff and membership to develop curriculum.
  • Works with NHPCO staff to increase efficiencies, improve customer service, and promote and market NHPCO’s educational offerings.

Content/CE-CME

  • Responsible for the identification, selection, and delivery of educational content for annual national conferences, 24+ annual Webinars, Hospice Manager Development Program, and EOL (End-of-Life Education Online).
  • Analyzes the evaluation results from all professional development programming and activities by participants and faculty as part of a comprehensive quality improvement process.
  • Monitors and evaluates competitive programs from providers, consultants, and others offering EOL related educational programs.
  • Ensures compliance with continuing education/continuing medical education requirements.

Faculty

  • Monitors and engages with providers and professionals involved in innovative programs and facilitates their involvement in presentations at NHPCO educational events.
  • Leads engagement with all areas of the organization to identify potential faculty to be invited to participate in NHPCO programs (ex: MedPAC, CMS, disease specific initiatives, etc.).

Competencies for this position include the following:

  • Association experience preferred, including understanding of learning management systems, innovative approaches, and learner-centric focus.
  • Demonstrated understanding of inter-professional learning. 
  • Experience leading the development and implementation of all aspects of educational program design including: needs assessments, curriculum development, teaching and evaluation; current knowledge of the field of education, trends and the ability to integrate knowledge into the planning process.
  • Fiscal oversight including budget development
  • Ability to develop and lead the professional development strategic priories.
  • Ability to approach challenges with creativity and innovation.
  • Knowledge of continuing education/continuing medical education accreditation.
  • Ability to utilize information technology to maximize efficiency.

Master’s degree preferred, along with five to ten years’ experience designing, delivering and evaluating educational programs/activities.  Expertise in leadership development and with continuing education/continuing medical education accrediting bodies preferred.  Experience in hospice and palliative care is desirable but not required. Certified Association Executive (CAE) preferred.

SOLUTIONS ASSOCIATE

Under the direction of the Senior Director, Administrative Solutions, this position provides customer service to the NHPCO membership and the general public; and provides administrative support to various departments throughout the organization.  Essential duties include the following:

Membership

  • Maintain membership database, including entering and updating membership records.
  • Process new membership applications and member renewals.
  • Assist with mailing acknowledgement letters to new and renewing members.
  • Provide phone coverage in the Solutions Center.  Answer members’ questions, including general membership information, conferences, membership status, and orders.
  • Monitor and respond to the Solutions Center email inbox.
  • Provide phone coverage for the Consumer InfoLine.  Answer questions regarding general information on hospice and palliative care as well as consumer brochures and advance directive forms.
  • Perform outreach to NHPCO members to ensure customer satisfaction, identify problems, and provide solutions.

Marketplace

  • Process Marketplace orders; researches orders as needed for problem resolution.
  • Invoice Marketplace orders and coordinates with the fulfillment center to resolve any issues that may arise.

Meetings and Education

  • Process registrations, payments, invoices, transfers, refunds, and cancellations for meetings, conferences, webinars, and other educational events.
  • Send any needed registration confirmations, invoices, and other conference-related materials.
  • Research registrations for problem resolution as needed.
  • Assist with conference badge production.
  • Monitor and respond to the conference email inbox.
  • Ensure accurate data entry for all conference attendees.
  • Assist with staffing at NHPCO conferences as needed.

Performance Measurement Technical Support

  • Monitors the STAR survey, EGSS survey, and NDS survey email inboxes and responds to provider questions.
  • Provides technical assistance to providers via telephone and email related to performance measure data collection and submission, including but not limited to:
    • Uploads provider employee roster information into Qualtrics and creates the provider portal.
    • Troubleshoots survey problems on behalf of providers with Qualtrics as needed.

Solutions Center General

  • Processes all refunds, including for membership, Marketplace, registrations, etc.
  • Maintains and updates the Solutions Center’s procedure manuals.
  • Creates and maintains online reference materials and tools for the Solutions Center team and for the overall organization.
  • Performs administrative duties for the Solutions Center and related areas, including maintaining member records, word processing, mailing, filing, faxing and other administrative tasks that may be assigned.

Competencies for this position include the following:

  • Ability to complete data entry and other administrative functions with accuracy and efficiency;
